The cost of a taxi ride consists of 3 parts:
starting rate + kilometer rate + rate per minute.
For street taxis, fares may not exceed the legal maximum rates. This rate prevents you, as a customer, from being overcharged. A taxi must use the taximeter from the start of the ride.
A taxi driver may agree on a fixed fare with you as long as it does not exceed the taximeter rate/legal maximum rate.
